Step by step
1. Cook khoya (reduced milk solids) with sugar over low heat, stirring constantly, until it darkens to a deep brown and thickens. 2. Add a pinch of cardamom and continue stirring until the mixture pulls away from the pan. 3. Spread the mixture on a greased tray and let it cool slightly. 4. Cut into small squares while still workable, then roll each piece in white sugar balls (locally called "boora") until fully coated. 5. Let cool completely before serving.

Almora is considered the traditional home of Bal Mithai and is still where most connoisseurs consider the best versions are made, though variations are now sold across Kumaon with differing degrees of khoya caramelization.
Almora is the traditional source, with several confectioners in business for generations; also widely sold in Nainital and other Kumaon hill towns as a regional souvenir sweet.
